Labcorp Holdings (LH) and Quest Diagnostics (DGX) are down in after-hours trading Monday after CMS announced it is reducing Medicare payment rates for laboratory services starting in 2027.
Preliminary rates are 15% below what they are for 2026. By law, rates cannot decline by more than 15% annually. With the reduction, CMS said it will save $1B a year.
The agency added that it has been paying ~16% more than private payors for lab services.
"Congress created a process in 2014 requiring CMS to periodically update the payment rates for most laboratory services based on what private payors actually pay for those same services," a CMS news release states. "However, due to legislative delays, that process has been used only once for these tests."
Since 2014, private sector rates for lab tests have dropped significantly, according to the agency.
Labcorp is down ~5%, while Quest is off ~7%.
